PRESS RELEASE
Telecoms: Commission requests information from Spain on new charge on operators; closes infringement case on universal service

(18 March 2010)The European Commission has decided to send a formal request for information to Spain over a new charge imposed on telecoms operators to offset the ending of paid advertising by the Spanish public broadcaster RTVE (Radio Television Espanola). The Commission is concerned that this administrative charge, based on authorised operators' turnover, may be incompatible with EU law because it does not appear to be related to costs arising from regulatory supervision. The Commission has also closed an infringement case on financing the universal service after Spain modified its national law.

Telecoms: Commission requests information from Poland on national wholesale price regulation rules

(18 March 2010)The European Commission has decided to send a formal request for information to Poland concerning its implementation of EU telecoms rules. In particular, the Commission is concerned that Poland may have failed to correctly implement into national law EU rules on the setting of prices for wholesale telecom services. This has created legal uncertainty and could be discriminatory for telecoms companies.

Telecoms: Commission requests information from Slovenia and Latvia over independence of telecoms regulators

(18 March 2010)The European Commission has decided to send a formal request for information to Slovenia over the independence of its national telecoms regulator Agencije za posto in elektronske komunikacije (APEK). The Slovenian Government dismissed the director of APEK on 26 November 2009. The Commission is concerned that the rules by which this was done may not conform with EU rules that guarantee the independence of telecoms regulators. The Commission also decided to send a complementary formal request for information to Latvia over the lack of effective structural separation between regulatory and ownership functions following a transfer of telecoms regulatory tasks between Ministries.

EU ministers outline 2020 vision for eHealth

(15 March 2010)At the eighth Ministerial eHealth Conference in Barcelona today, EU ministers have outlined a joint vision and policy priorities on how to make eHealth more accessible, interactive and customised to patients. The Declaration outlines a vision and identifies key objectives to be achieved in the next ten years.

CALL FOR TENDERS
Ex-ante advertising for a negotiated procedure for a contract of a total value below to EUR 25.000 "Experts: Positive online content"

(Deadline: 15/04/2010) The Safer Internet Programme seeks to contract 2-3 persons to help in the drafting of guidelines to be used by potential producers and providers of online content aimed at giving children and young people positive experiences and to help in the drafting of criteria for carrying out a competition within this field. The contracts are for work of up to 9 days to be carried out over a period of 4 months (June through September 2010), with a maximum total value below 5000EUR each. The work will be done mostly at the contractors' premises and online or by telephone, but might also involve meetings in Luxembourg.

Cooperative Mobility Showcase 2010: smart vehicles on intelligent roads

23 March 2010 - 26 March 2010 Amsterdam, The Netherlands

This event includes a high level conference on the theme of cooperative mobility, live on-road demonstrations and an exhibition. The showcase will be the biggest ever in Europe of cars 'talking' to each other and the traffic infrastructure to achieve greener, safer and smarter road transport. The final results of the three major integrated projects COOPERS, CVIS and SAFESPOT, co-financed by the European Union's Sixth Framework Programme for Research will be presented. The demo rides will feature around 40 cooperative applications live on the public road network and in a dedicated safety area. The i&CDrive exhibition will display the products of cooperative mobility components and systems manufacturers and service providers. Subscription to the conference includes a 60 minute all-inclusive demo ride.
