- Digital Agenda: Commission launches consultation on review of EU mobile phone roaming rules

(8 December 2010) The European Commission is seeking the views of consumers, businesses, telecom operators and public authorities on the EU mobile phone roaming market in a public consultation launched today. The EU Roaming Regulation imposed a cap on retail prices for roamed voice calls and text messages within the EU, but there is still no competitive Single Market for roaming services. Operators generally set roaming prices close to the regulated price caps and maintain unjustifiably high margins on roaming services. The target set by the Digital Agenda for Europe is that the difference between roaming and national tariffs should approach zero by 2015. The Commission is inviting parties to evaluate the EU's existing roaming rules and to share their ideas on the best ways to boost competition in roaming services, while protecting the interests of European consumers and businesses. The consultation runs until 11 February 2011 and will provide a basis for a review of the EU's current Roaming Regulation which the European Commission has to carry out before the end of June 2011.

- Digital Agenda: Commission launches consultation on a single Europe-wide phone number for EU businesses

(6 December 2010) In a public consultation launched today, the European Commission is asking businesses, consumers, telecoms operators and public authorities whether they see benefits in a system that would allow businesses to use the same telephone number in all EU Member States. EU-wide phone numbers could reinforce the EU's Single Market, as outlined by the Digital Agenda for Europe. An EU wide phone number could help European businesses to offer cross-border sales more easily and facilitate access to after-sales and customer enquiry services irrespective of the Member State where the customer is situated. The consultation will help the Commission assess market demand for European business phone numbers and, if necessary, formulate initiatives for the introduction of such numbers. The consultation will run until 28 February 2011.

- Digital Agenda: results of EU Telecoms Council, Brussels, 3 December

(6 December 2010) European Commission Vice-President for the Digital Agenda, Neelie Kroes warmly welcomed the support expressed by Ministers on the Commission's proposal to make spectrum available for wireless broadband by 2013 at the 3rd December EU's Council of Transport, Telecommunications and Energy Ministers in Brussels. Vice-President Kroes underlined to Ministers the importance of this proposal to meet the commitments made in the Digital Agenda for Europe of giving every European access to basic broadband by 2013 and fast and ultra-fast broadband by 2020). Ministers were also briefed about the forthcoming public consultation on EU roaming rules and adopted conclusions endorsing the Commission's Broadband Strategy. They also welcomed the Commission's proposals on modernising the European Network and Information Security Agency (ENISA) and adopted conclusions on cross-fertilisation between the Digital Agenda for Europe and the Innovation Union.

- Second W3C Web and TV Workshop

The IT industry is building the future web platform at the World Wide Web Consortium (W3C). Open global standards for web technology are starting to be deployed in browsers, and the web community is enthusiastic about several new features such as location-based services. W3C is organizing this workshop to bring the television industry and other producers of consumer electronics into the discussion. Participants in this workshop will have the opportunity to share their own perspectives, requirements, and ideas to ensure that emerging global standards meet their needs. Additionally, a W3C Interest Group on "Web and TV" is currently being created, and the results of this second workshop will be fed into the work of this interest group.
