PRESS RELEASE
Commission signs eHealth agreement with US Department of Health

(17 December 2010) Vice-President of the European Commission Neelie Kroes and United States Secretary of Health and Human Services Kathleen Sebelius have today signed a Memorandum of Understanding in Washington to promote a common approach on the interoperability of electronic health records and on education programmes for information technology and health professionals. Common standards and interoperability stand to create huge growth opportunities for the eHealth industry as well as having a positive impact on the safety and quality of care. A skilled health IT workforce is necessary to make the benefits of eHealth services available to patients. This agreement aims to boost the potential of the eHealth market for EU companies wishing to do business in the US and vice versa. Promoting the use of eHealth technologies, with a view to improving the quality of health care, reducing medical costs and fostering independent living, including in remote places, is key objective of the Digital Agenda for Europe.

PRESS RELEASE
Review shows strong SME interest and government backing for ICT to assist the elderly

(16 December 2010) The European Commission today presented a report on the progress of the Ambient Assisted Living joint programme (AAL JP) which highlights very high levels of involvement by small and medium-sized enterprises (SMEs) in projects, strong levels of financial support by participating countries and recommendations to ensure ongoing positive results. This EUR 600 million research and development funding programme involves 23 countries and the EU to improve the quality of life of senior citizens through smart ICT-based solutions. The report is addressed to the European Parliament and Council of Ministers and is an important step to reinforce the AAL JP, one of the key actions of the Digital Agenda for Europe. The AAL JP can make an important contribution to the forthcoming pilot European Innovation Partnership on Active and Healthy Ageing.

ENIAC and ARTEMIS public-private partnerships delivering, but need more industry and Member State commitment

(16 December 2010) The European Commission has today endorsed a report by a panel of independent experts which calls on EU industry and Member States to reinforce their support for ARTEMIS and ENIAC, two public-private partnerships (established as Joint Undertakings) for collaborative research in the fields of nanoelectronics and embedded systems (used widely in cars, smart phones, power plants and elsewhere. The experts concluded that the current partnership model is good for industry, good for Member States, and good for Europe. However, they also found that more financial resources are needed from EU Member States and that industry needs to demonstrate a stronger commitment towards a European strategy if ARTEMIS and ENIAC are to realise their full potential.

Towards interoperability for European public services

(16 December 2010) The European Commission has today adopted an initiative to encourage public administrations across the EU to maximise the social and economic potential of information and communication technologies. The Communication 'Towards interoperability for European public services' looks to establish a common approach for Member State's public administrations, to help citizens and businesses to profit fully from the EU's Single Market. Making full use of the Single Market often obliges citizens to deliver or collect information or documents they need to work, study or travel within the EU and send them to public administrations in another Member State. Businesses face a similar reality. That is why it is vital that administrations provide efficient, effective cross-border eGovernment services, as reflected in the eGovernment Action Plan just adopted by the Commission, in accordance with the Digital Agenda for Europe. The need for effective interoperability is a central part of the Digital Agenda, one of the flagship initiatives in the Europe 2020 Strategy. The Commission's Communication introduces both the European Interoperability Strategy and the European Interoperability Framework, which should guide ICT policy for public bodies across the Union.

Digital Agenda: eGovernment Action Plan to smooth access to public services across the EU

(15 December 2010) The European Commission has outlined an ambitious programme to work with Member States' public authorities to expand and improve the services which they offer via the Internet. The new eGovernment Action Plan foresees forty specific measures over the next five years to enable citizens and businesses to use online facilities to, for example, register a business, apply for and access social security and health benefits, enrol in a university or bid to provide goods and services for public administrations. Promoting eGovernment can help boost Europe's competitiveness and allow public authorities to offer improved services more cost-effectively at a time of budget constraints.

Pilot projects show the way in easy access to online public services across the EU

(15 December 2010) The five-year eGovernment Action Plan 2011-2015 presented by the European Commission today (see IP/10/1718) builds on experience gained with the 2006 European eGovernment Action Plan (see IP/06/523) and in particular on the results of several ongoing EU large-scale pilot projects. For example, STORK fosters the EU-wide interoperability of electronic identities whilst procurement and communication with governments have become simpler with PEPPOL and SPOCS. These innovative projects centre on the needs of citizens and businesses and make life easier through better access to more efficient and cost effective public services.

eGovernment Action Plan - what would it do for me?

(15 December 2010) A five-year eGovernment Action Plan has just been presented by the European Commission to deliver innovative online public services to citizens and businesses and increase the take-up of these services across Europe (see IP/10/1718 and MEMO/10/680). It sets out concrete actions and priorities to make access to public services more efficient and cost effective. The new Action Plan builds on experience gained with the 2006 European eGovernment Action Plan (see IP/06/523). The availability of online delivery of basic services like company registration and tax filing has so far been a success, going up from 21% in 2000 to 71% in 2009 in EU27. But take-up does not match this trend, with only 42% of the EU population using online public services in the past year. The Commission is committed to supporting Member States in developing eGovernment services based on users' needs. Here are some practical examples of exactly how the measures outlined in the Action Plan stand to benefit citizens and businesses.

Get Online Week 2011

Get Online Week is a Europe wide campaign to get new computer users online. It helps to get people through the doors of their local telecentres, enabling staff to build people's confidence to move on into more structured learning. Run in March 2010 as part of the European e-Skills week, it reached 68000 people. The Get Online Week 2011 campaign aims to : bring people online (with a focus on the offline Europeans, those who have never accessed internet before) ; raise awareness with the press and stakeholders of digital inclusion benefits ; promote and increase usage of telecentres across Europe ; demonstrate telecentres eInclusion impact at the European level. Telecentres, public authorities, public libraries, NGOs, and ICT companies, as well as schools and students will come together to organise a range of events, training sessions, competitions and more, to highlight the essential role of ICT skills in today's society.

This survey reveals that 80% of young internet users in the 27 EU Members States are active on social media. The share of households with broadband connections has doubled since 2006, to reach 61% in 2010 compared with 30% in 2006.
