- Call for articles 'Policy lessons from a decade of eGovernment, eHealth & eInclusion' - deadline 25/08/2011

(27 June 2011) The 14th edition of the European Journal of ePractice will be devoted to the theme 'Policy lessons from a decade of eGovernment, eHealth & eInclusion'. The key question of this issue is: what are the theoretical and interpretative frameworks that can help us make better sense of the evidence already collected and support new and innovative policy approaches? Given the broad scope of the Policy Lessons issue, the call for papers for this edition provides a list of non-exhaustive topics for potential authors to think about. The editor of this issue is Cristiano Codagnone and the editor in chief is Trond Arne Undheim. Contributions of both an empirical and theoretical nature, from policy, organisational and/or technical perspectives are welcome.

The 9th OPEN DAYS will be held over four days from 10 to 13 October, in a period during which the debate on the European Commission's legislative proposals for cohesion policy post-2013 and the budget debate in the Council and the European Parliament about size, duration and priorities of the forthcoming Multi-annual Financial Framework will dominate the political agenda. This will happen against the backdrop of continued efforts at all levels of governance to exit the financial and economic crisis and the 2nd year of implementation of the 'Europe 2020' strategy. The latter will influence the discussion about objectives of the new generation of cohesion policy programmes. Regions and cities will play a major role in the discussions on the above-mentioned issues. Their input with regard to a more efficient delivery of cohesion policy will be particularly valuable. Registration for individual participants of the OPEN DAYS 2011 is now open.

The main focus of the conference is People in Public Space, which is divided into three main topics, one for each day of the conference: Planning for the Diversity of Tomorrow; Good Practice – the interplay of regulations, research and practice; Added Value – the benefits of mainstreaming universal design. The organisers are looking for abstracts from all relevant fields that: report upon original research based on the systematic collection and analysis of data or facts related to universal design (scientific); present the practical implications and benefits from implementing universal design (technical/experience based).

Questions were asked to speakers of the session (Wytse Miedema, City of Almere, the Netherlands; Peter Raeymaekers, FlandersCare and Mario Romao, Intel) on the current barriers and opportunities in developing innovative solutions in the field of active and healthy ageing, the lack of support on innovation in order to bridge the gaps between public and private actions and instruments, the lack of or scattered evidence in sufficient quality and quantity of innovative solutions and the existence of good practice cases, etc

If you are walking or cycling, and don't want to (or are unable to) spend most of the time focusing on a screen, the use of mobile devices tends to be a frustrating experience. The same is true in bright sunlight or if your eyesight just isn't good enough to see every detail on the mobile screen. The HaptiMap project will enable digital maps and mobile location based services to be accessible to a wide range of users by using several senses like touch, hearing and vision. HaptiMap is a project which receives financial support from the Seventh Framework Programme. An overview of work done in the second year of the project is now available.

The European Commission and the AAL Joint Programme have funded several activities in the area of innovative AAL solutions for some years. In particular, objective 7.1b of FP7-ICT-2009-4 targeted the consolidation of cutting-edge R&D results towards a single European platform for AAL that has led to funding the project universAAL . However, it is not clear what guarantees the success of this policy? How about the other initiatives that continue to propose their own innovative platforms for AAL? It seems that additional measures, such as stress testing, are needed towards delivering the evidence that candidate platforms are effectively applicable in real production settings and can achieve breakthroughs in terms of widespread availability and deployment of AAL solutions. In alignment with the European Innovation Partnership on Active and Healthy Ageing, the main motivation behind the workshop was to evaluate the idea of funded European projects for partnership in porting a wealth of applications to candidate platforms as an instrument to have such platforms show their practical usefulness, to spread the knowledge, to create an initial portfolio that helps to penetrate the market, and to seek consolidation opportunities.

- Report of the Workshop "Access and digital ability: building a barrier-free digital society"

This workshop explored ways to shape and co-create a barrier-free digital Europe by people with disabilities themselves (Digital Agenda action 64). To achieve this, a number of policy, technology, innovation and cooperation perspectives have to be taken into account and addressed. Web accessibility of online services, both public and private, as well as accessibility for audio-visual contents are two important prerequisites for reaching a barrier-free digital society that is accessible to all individuals. The merge of Internet and digital broadcasting is progressing and the combined efforts in making each of them more accessible have to be coordinated into a uniform accessible platform. But more challenges exist, such as developing and deploying ICT-based mobility assistance, or providing dynamically personalised interfaces that are available everywhere for everyone according to each individual's needs and preferences. The measures discussed during this workshop aim at addressing some of these challenges and ensuring that all stakeholders become active contributors and co-creators of a barrier-free digital society.

The objective of this workshop was to present progress and explore the thematic areas of the pilot European Innovation Partnership on Active & Healthy Ageing (EIP). It also aimed to demonstrate the EIP's links to Actions 75 and 78 of the DAE and to provide an opportunity for stakeholders to give feedback on both the EIP and the DAE eHealth actions.

The core purpose of the workshop was to raise awareness of the need and of the tools available to stakeholders and public authorities of all levels through demonstrating models of successful, relevant policies and funding mechanisms in digital literacy and eInclusion. The next step was to identify gaps / challenges, and define steps that could be taken to address them.
